นายประเสริฐ จันทรรวงทอง รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม เป็นประธานเปิด โครงการสำมะโนประชากรและเคหะ พ.ศ. 2568 ภายใต้แนวคิด เพราะทุกคนสำคัญ ทุกข้อมูลมีความหมาย ร่วมสร้างอนาคตไทยให้ดีขึ้น Everyone Counts, Everyone Matters ดำเนินการโดยสำนักงานสถิติแห่งชาติ (NSO) หน่วยงานภายใต้กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม
การเปิดตัวโครงการสำมะโนประชากรและเคหะ พ.ศ. 2568 ครั้งนี้ จัดขึ้น ณ โรงแรมเจดับบลิว แมริออท กรุงเทพฯ มีวัตถุประสงค์ เพื่อสร้างการรับรู้ถึงความสำคัญของโครงการสำมะโนประชากรและเคหะ และประชาสัมพันธ์เชิญชวนให้ประชาชนคนไทยทุกคนรวมถึงชาวต่างชาติที่พำนักในไทยตั้งแต่ 3 เดือนขึ้นไป ร่วมใจให้ข้อมูลกับสำนักงานสถิติแห่งชาติผ่านช่องทางออนไลน์ตั้งแต่วันที่ 1 เมษายน 2568 เป็นต้นไป พร้อมกันนี้ได้เปิดตัว ป๋อ ณัฐวุฒิ สกิดใจ เป็นพรีเซ็นเตอร์ของโครงการ ด้วยภาพลักษณ์ที่น่าเชื่อถือและเป็นที่รักของคนไทย ในการช่วยสื่อสารและกระตุ้นให้ประชาชนเชื่อมั่นให้ข้อมูลได้อย่างมั่นใจ
นายประเสริฐ จันทรรวงทอง รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม (ดีอี) เผยว่า “กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม หรือ กระทรวงดีอี มุ่งมั่นวางรากฐานสำคัญเพื่อยกระดับขีดความสามารถด้านดิจิทัลของประเทศไทย พร้อมเดินหน้าปรับเปลี่ยนภาครัฐสู่รัฐบาลดิจิทัล ผ่านนโยบาย Cloud First Policy, e-Office และระบบ Paperless เพื่อลดขั้นตอนการทำงาน เพิ่มความรวดเร็ว และยกระดับบริการภาครัฐให้ประชาชนเข้าถึงได้ง่ายขึ้น และหนึ่งในภารกิจสำคัญของปีนี้ คือ โครงการสำมะโนประชากรและเคหะ โดยมีการปรับเปลี่ยนรูปแบบการจัดเก็บข้อมูลจากวิธีดั้งเดิม (Traditional Census) เป็นรูปแบบดิจิทัล (Digital Census) ซึ่งประชาชนสามารถตอบแบบสอบถามผ่านช่องทางดิจิทัลเป็นลำดับแรก เพื่ออำนวยความสะดวกให้กับประชาชนในการให้ข้อมูล และขอเชิญชวนพี่น้องประชาชนทุกคนร่วมตอบแบบสอบถามสำมะโนประชากรและเคหะ ตั้งแต่ 1 เมษายน 2568 เป็นต้นไป ขอให้ประชาชนมั่นใจในการให้ข้อมูล เพราะสำนักงานสถิติแห่งชาติสร้างช่องทางที่น่าเชื่อถือบนแอปพลิเคชันทางรัฐ เว็บไซต์ทางรัฐ และเว็บไซต์สำนักงานสถิติแห่งชาติ เพื่อทำให้ทุกคนมั่นใจว่าจะไม่มีการหลอกลวง เพราะทุกคนสำคัญ ข้อมูลที่ทุกท่านให้เราจะเป็นเครื่องมือสำคัญในการวางแผนพัฒนาเศรษฐกิจและสังคม ลดความเหลื่อมล้ำ สร้างความเท่าเทียม และทำให้ภาครัฐจัดสรรทรัพยากรให้ตรงกับความต้องการของประชาชนมากยิ่งขึ้น ขอขอบคุณทุกท่านที่ร่วมเป็นส่วนหนึ่งของการพัฒนาประเทศให้ก้าวหน้าอย่างยั่งยืน”
นายภุชพงค์ โนดไธสง ผู้อำนวยการสำนักงานสถิติแห่งชาติ ได้บรรยายพิเศษในหัวข้อ “Everyone Counts: สำมะโนประชากรและเคหะ 2568” เพื่อเน้นย้ำถึงความสำคัญของโครงการสำมะโนประชากรและเคหะ และขอความร่วมมือจากประชาชนให้ข้อมูลที่ถูกต้องและครบถ้วน ความตอนหนึ่งว่า “ในปี 2568 นี้ สำนักงานสถิติแห่งชาติกำลังดำเนินโครงการสำคัญที่เกี่ยวข้องกับประชาชนทุกคน นั่นคือ โครงการสำมะโนประชากรและเคหะ ซึ่งจะเก็บข้อมูลของทุกคนที่อาศัยอยู่ในประเทศไทย รวมถึงคนไทยที่ไปต่างประเทศชั่วคราว เจ้าหน้าที่ในต่างประเทศ และชาวต่างชาติที่อาศัยอยู่ในไทยตั้งแต่ 3 เดือนขึ้นไป โดยจะเก็บข้อมูลพื้นฐาน เช่น เพศ อายุ สัญชาติ การศึกษา การทำงาน และข้อมูลที่อยู่อาศัย และได้ยกตัวอย่างให้เห็นภาพว่าทำไมต้องทำสำมะโนประชากร โดยให้ลองดูกรุงเทพมหานคร ที่มีประชากรอาศัยอยู่จริงอาจถึง 10 ล้านคน แต่ข้อมูลทะเบียนราษฎร์กลับมีไม่ถึง 6 ล้านคน ความแตกต่างนี้ส่งผลต่อการวางแผนพัฒนาในทุกด้าน ข้อมูลสำมะโนประชากรจึงมีความสำคัญอย่างยิ่งในการวางแผนพัฒนาประเทศได้อย่างมีประสิทธิภาพ และตรงกับความเป็นจริง ในครั้งนี้ สำนักงานสถิติแห่งชาติได้ปรับเปลี่ยนมาใช้เทคโนโลยีดิจิทัลอย่างเต็มรูปแบบ เพื่อให้ได้ข้อมูลที่แม่นยำ รวดเร็ว และปลอดภัยยิ่งขึ้น เรียกว่า Digital Census ประชาชนสามารถตอบแบบสอบถามผ่านช่องทางดิจิทัลเป็นลำดับแรก โดยสามารถให้ข้อมูลผ่านแอปพลิเคชัน “ทางรัฐ” เว็บไซต์ “ทางรัฐ.com” หรือ เว็บไซต์ของสำนักงานสถิติแห่งชาติ “www.nso.go.th” ได้ตั้งแต่วันที่ 1 เมษายน 2568 และยังมี “คุณมาดี” ลงพื้นที่เก็บข้อมูลระหว่างวันที่ 21 เมษายน – 19 มิถุนายน 2568 กรณีที่ครัวเรือนใดไม่สะดวกในการให้ข้อมูลผ่านช่องทางออนไลน์ โดยสำนักงานสถิติแห่งชาติให้ความสำคัญสูงสุดกับการรักษาความลับข้อมูลส่วนบุคคล และจะไม่เปิดเผยข้อมูลที่สามารถระบุตัวบุคคลได้โดยเด็ดขาด โดย นายภุชพงค์ โนดไธสง ได้ทิ้งท้ายโดยการเชิญชวนประชาชนทุกคน ร่วมตอบแบบสอบถามผ่านช่องทางออนไลน์ดังกล่าว ตั้งแต่วันที่ 1 เมษายน 2568 เพราะทุกคนสำคัญ ข้อมูลของทุกท่านจะมีส่วนในการพัฒนาประเทศไทยสู่อนาคตที่ดีขึ้น และได้ขอบคุณล่วงหน้าสำหรับทุกคนที่ร่วมเป็นส่วนหนึ่งของ

ภายในงานยังได้มีพิธีลงนามบันทึกข้อตกลงความร่วมมือ (MOU) กับหน่วยงาน 3 ส่วนสำคัญ ประกอบไปด้วยการลงนามบันทึกข้อตกลงความร่วมมือ “การใช้แอปพลิเคชัน ‘ทางรัฐ’ อำนวยความสะดวกให้แก่ประชาชนในการตอบแบบสอบถามออนไลน์ โครงการสำมะโนประชากรและเคหะ พ.ศ. 2568” ระหว่างสำนักงานสถิติแห่งชาติ กับ สำนักงานพัฒนารัฐบาลดิจิทัล (องค์การมหาชน) “การประชาสัมพันธ์สร้างความตระหนักรู้ และเก็บรวบรวมข้อมูลโครงการสำมะโนประชากรและเคหะ พ.ศ. 2568” ระหว่างสำนักงานสถิติแห่งชาติ กับ บริษัทไปรษณีย์ไทย จำกัด และ “การส่งข้อความสั้น (SMS) เพื่อประชาสัมพันธ์ให้ประชาชนตอบแบบสอบถามออนไลน์ โครงการสำมะโนประชากรและเคหะ พ.ศ. 2568” ระหว่างสำนักงานสถิติแห่งชาติ กับ บริษัท แอดวานซ์ ไวร์เลส เน็ทเวอร์ค จำกัด (AIS) บริษัท ทรู มูฟ เอช ยูนิเวอร์แซล คอมมิวนิเคชั่น จำกัด (TRUE) และบริษัท โทรคมนาคมแห่งชาติ จำกัด (มหาชน) (NT) เพื่อร่วมกันขับเคลื่อนโครงการสำมะโนประชากรและเคหะ พ.ศ. 2568 ไปสู่เป้าหมายแห่งความสำเร็จต่อไป
โดยยังมีการเสวนา 2 หัวข้อสำคัญ ได้แก่ หัวข้อ “Big Data, Big Responsibility เชื่อมั่นในการให้ข้อมูลสถิติ เพื่อความก้าวหน้า” โดยมีพันตำรวจเอก สุรพงศ์ เปล่งขำ เลขาธิการคณะกรรมการคุ้มครองข้อมูลส่วนบุคคล (สคส.), นายเอกพงษ์ หริ่มเจริญ ผู้อำนวยการศูนย์ปฏิบัติการต่อต้านอาชญากรรมออนไลน์ (AOC) นายยุทธศาสตร์ นิธิไพจิตร ผู้ช่วยกรรมการผู้จัดการใหญ่ บริษัท โทรคมนาคมแห่งชาติ จำกัด (มหาชน) และพันตำรวจเอก ณัทกฤช พรหมจันทร์ ผู้อำนวยการสำนักบริหารโครงสร้างพื้นฐานสำคัญทางสารสนเทศ (สกมช.) ที่กล่าวถึงความสำคัญของข้อมูลสถิติและความมั่นคงปลอดภัยของข้อมูลของประชาชน ต่อด้วยการเสวนาหัวข้อ “Unlocking the Power of Census Data เปลี่ยนข้อมูลสถิติเป็นพลังขับเคลื่อนประเทศ” โดย ดร.สมชัย จิตสุชน ผู้อำนวยการวิจัยด้านการพัฒนาอย่างทั่วถึง สถาบันวิจัยเพื่อการพัฒนาประเทศไทย (TDRI) นายวัชรพล ว่องนิยมเกษตร นักวิเคราะห์นโยบายและแผนชำนาญการพิเศษ สภาพัฒนาเพื่อเศรษฐกิจและสังคม และนายอธิภัทร วรางคนันท์ นักวิเคราะห์โครงการด้านประชากรและการพัฒนา UNFPA ประเทศไทย มาร่วมตอกย้ำความสำคัญของข้อมูลสำมะโนประชากรที่จะช่วยสร้างโอกาสและขับเคลื่อนประเทศในอนาคตร่วมใจให้ข้อมูลได้ทางออนไลน์ที่เว็บไซต์สำนักงานสถิติแห่งชาติ www.nso.go.th หรือ แอปพลิเคชันและเว็บไซต์ทางรัฐ ตั้งแต่ 1 – 20 เมษายน 2568 และพบกับ ‘คุณมาดี’ ลงพื้นที่เก็บข้อมูลทั่วประเทศ ตั้งแต่ 21 เมษายน – 19 มิถุนายน 2568 ข้อมูลของท่านจะถูกเก็บรักษาอย่างปลอดภัย และนำไปใช้เพื่อประโยชน์สูงสุดของประเทศชาติเพราะทุกคนสำคัญ ทุกข้อมูลมีความหมาย ร่วมสร้างอนาคตไทย ให้ดีขึ้น Everyone Counts, Everyone Matters

Mr. Prasert Chantarawongthong , Deputy Prime Minister and Minister of Digital Economy and Society, presided over the opening of the 2025 Population and Housing Census Project under the concept : Because everyone is important, every piece of information is meaningful, joining together to create a better Thai future: Everyone Counts, Everyone Matters , implemented by the National Statistical Office ( NSO) , an agency under the Ministry of Digital Economy and Society.
The launch of the 2025 Population and Housing Census Project was held at the JW Marriott Hotel Bangkok.
The objective is to create awareness of the importance of the Population and Housing Census Project and to publicize and invite the public.
All Thais, including foreigners who have resided in Thailand for 3 months or more, are joining in providing information to the National Statistical Office via online channels starting from April 1, 2025 onwards. At the same time, Por Nattawut Skidjai has been introduced as the project’s presenter, with a reliable image and being loved by Thais, to help communicate and encourage people to confidently provide information.
Mr. Prasert Chantarawongthong , Deputy Prime Minister and Minister of Digital Economy and Society (DE), revealed that “The Ministry of Digital Economy and Society or the Ministry of DE is committed to laying an important foundation to enhance Thailand’s digital capabilities and to transform the public sector into a digital government through the Cloud First Policy, e-Office , and Paperless system to reduce work steps, increase speed, and improve public services for easier access by the public. One of this year’s important missions is the Population and Housing Census project, which will change the data collection format from the traditional census to a digital format ( Digital Census), allowing the public to answer the questionnaire through digital channels first, to facilitate the public in providing information. Mr. Phuchpong Nodthaisong, Director of the National Statistical Office, gave a special lecture on the topic of ” Everyone Counts: Population and Housing Census 2025″ to emphasize the importance of the Population and Housing Census project and asked for cooperation from the public to provide correct and complete information. He said in part that “In 2025, the National Statistical Office is implementing an important project related to all citizens, which is the Population and Housing Census project, which will collect data on everyone living in Thailand, including Thais who temporarily travel abroad, officials abroad, and foreigners who have lived in Thailand for 3 months or more. Basic data such as gender, age, nationality, education, employment, and residence information will be collected. He gave an example to illustrate why a census is necessary, by looking at Bangkok, which may have an actual population of 10 million people, but the household registration data is less than 6 million people. This difference affects development planning in all aspects. Therefore, census data is very important for planning national development effectively and in line with reality. This time, the National Statistical Office has fully transformed to use digital technology to obtain more accurate, faster, and safer data, called the Digital Census. Citizens can answer questionnaires through digital channels first. Information can be provided via the “Tang Rat” application, the “Tang Rat.com ” website , or the National Statistical Office website ” www.nso.go.th ” from April 1, 2025. ” Khun Madee ” will also be on-site to collect data between April 21 and June 19, 2025, in cases where households are not comfortable providing information via online channels. The National Statistical Office places the utmost importance on maintaining the confidentiality of personal information and will never disclose any personally identifiable information . Mr. Phuchpong Nodthaisong concluded by inviting all citizens to participate in the questionnaire via the online channel starting from April 1, 2025, because everyone is important. Population and Housing Census 2025
The event also saw the signing of a Memorandum of Understanding (MOU) with three key agencies, including the signing of a Memorandum of Understanding (MOU) on “Using the ‘Government’ Application to Facilitate Citizens in Responding to the Online Questionnaire for the 2025 Population and Housing Census Project” between the National Statistical Office and the Digital Government Development Agency (Public Organization), “Public Relations, Awareness Raising, and Data Collection for the 2025 Population and Housing Census Project” between the National Statistical Office and Thailand Post Company Limited, and “Sending Short Messages ( SMS) to Publicize Citizens to Respond to the Online Questionnaire for the 2025 Population and Housing Census Project” between the National Statistical Office and Advanced Wireless Network Company Limited (AIS), True Move H Universal Communication Company Limited (TRUE) , and National Telecom Public Company Limited (NT) to jointly drive the 2025 Population and Housing Census Project towards its goal of success.
There were also 2 important discussion topics: “ Big Data, Big Responsibility: Trust in Providing Statistical Data for Progress”, with Pol. Col. Surapong Plengkham, Secretary-General of the Personal Data Protection Committee (PDPC), Mr. Ekapong Harimcharoen, Director of the Anti-Online Crime Operation Center ( AOC) , Mr. Yutthasart Nithipaichitr, Assistant Managing Director of the National Telecom Public Company Limited, and Pol. Col. Natthakrit Phromchan, Director of the Office of Critical Information Infrastructure Management (ONIMC), who discussed the importance of statistical data and the security of people’s data. The discussion was followed by “ Unlocking the Power of Census Data: Turning Statistical Data into a Driving Force for the Country”, with Dr. Somchai Jitsuchon, Director of Research on Inclusive Development, Thailand Development Research Institute ( TDRI) , and Mr. Watcharapol Wongniyomkaset, Senior Expert in Policy and Planning, National Economic and Social Development Council. and Mr. Atipat Worangkanan, Population and Development Program Analyst, UNFPA Thailand, came to emphasize the importance of census data that will help create opportunities and drive the country forward in the future.
